This is minecraft rig with a specialized "fancy feet rig", where the foot automatically rocks on a level surface defined by the rotation of the according foot IK target. While rocking is normally easy to accomplish with humanoid rigs, the desired effect in this minecraft cartoon character is to have the rotation of the foot be the same as the rotation of the lower leg while still having IK control.

º off the Z axis from the rest position: the feet "slips upwards". This is easily seen by rotation the BodyCenter.MAIN bone; the demo animation also highlights where this happens.
