Noose rendered with cycles and using procedural textures, based on BlenderNerd's rope tutorial (http://blendernerd.com/making-a-rope/)
ah, there are 4 scenes in the blend file. on the first i create the basic texture to be used on a rope strand, on the second i add the first texture to 4 strands of rope, the third scene has a simple rope loop with the texture created on the 2nd scene and the 4th scene is what you see in the screenshot: the noose. :)
