This Blender file has been set up to generate an image strip and/or video of an animated ocean normal map. The source of the texture is Blender's own ocean modifier and matcap settings. I have included the basic ocean material for you to append into another scene.
Attached are images of an example normal map and of a rendered scene in Blender 2.78 (experimental) which uses this texture as a displacement map upon a plane with Adaptive Subdivision.
